मार्च में भीषण गर्मी पड़ने का ‘अल नीनो’ से कोई संबंध नहीं : मौसम विज्ञानी

भारत में 122 वर्षो में इस साल मार्च के महीने में औसत तापमान सबसे अधिक रहा। मौसम विभाग के अनुसार, आने वाले दिनों में उत्तर और मध्­य भारत में लोगों को भीषण गर्मी से राहत मिलने की संभावना नहीं हैं। मौसमी परिस्थितियों, मानसून के पैटर्न तथा हिमालयी एवं तटीय क्षेत्रों पर इसके प्रभाव के बारे में भारत मौसम विज्ञान विभाग (आइएमडी) में राष्ट्रीय मौसम पूर्वानुमान केंद्र के वरिष्ठ वैज्ञानिक राजेन्द्र कुमार जेनामणि ने बताया कि भारत में तापमान का रेकार्ड वर्ष 1901 से रखा जाना शुरू हुआ था। साल 2022 के मार्च महीने के तापमान ने वर्ष 2010 के मार्च में दर्ज औसत अधिकतम तापमान के सर्वकालिक औसत को पार कर लिया। 2010 के मार्च में अधिकतम तापमान का औसत 33.09 डिग्री सेल्सियस रहा था लेकिन मार्च 2022 में औसत तापमान 33.1 डिग्री दर्ज किया गया।

दुनियाभर में भी दो दशक में सबसे गर्म साल देखने को मिले हैं। जलवायु परिवर्तन का असर मौसम की तीव्रता पर पड़ रहा है, भारत में भी यह भीषण बाढ़, चक्रवात या भारी बारिश के रूप में देखने को मिला है। इसमें उत्तर में पश्चिमी विक्षोभ एवं दक्षिण में किसी व्यापक मौसमी तंत्र के नहीं बनने के कारण वर्षा की कमी का प्रभाव भी एक कारण है। पिछले कुछ सालों में ऐसे दिन ज्­यादा रहे हैं जब बारिश हुई ही नहीं। कुछ मामलों में बहुत ज्­यादा बारिश हुई और गर्मी भी बढ़ती गई।

जेनामणि ने बताया कि इस साल मार्च के उतरार्द्ध में देश के कई हिस्­सों में तापमान में वृद्धि देखने को मिली, लेकिन बारिश कम हुई। दिल्­ली, हरियाणा और उत्त्र भारत के हिल स्­टेशन में भी दिन के वक्­त सामान्­य से ज्­यादा तापमान दर्ज किया गया। दिल्­ली, चंदरपुर, जम्मू, धर्मशाला, पटियाला, देहरादून, ग्­वालियर, कोटा और पुणे समेत कई स्थानों पर मार्च 2022 में रेकार्ड अधिकतम तापमान दर्ज किया गया।

पश्चिम हिमालयी क्षेत्र के पर्वतीय पर्यटन स्थलों पर भी दिन के वक्­त काफी ज्­यादा तापमान दर्ज किया गया। देहरादून, धर्मशाला या जम्­मू जैसे हिल स्­टेशन पर मार्च में 34-35 डिग्री सेल्सियस तक तापमान दर्ज किया गया, जो बहुत ज्­यादा है। इस बार तापमान उन क्षेत्रों के अधिक रहा, अपेक्षाकृत ठंडा मौसम रहना चाहिए था। इसका एक उदाहरण पश्चिमी हिमालयी क्षेत्र है, जहां लंबे समय से ऐसा कुछ नहीं देखने को मिला।

मौसम विज्ञानी के मुताबिक जब कोई महीना तुलनात्मक रूप से ज्यादा गर्म रहता है तब इससे यह संकेत मिलता है कि यह जलवायु परिवर्तन का असर है। जलवायु परिवर्तन का प्रभाव यही है कि इस साल मार्च महीने में तापमान का ज्यादा प्रभाव रहा। ऐसे में 122 वर्ष में इस साल मार्च महीने में तापमान अखिल भारतीय स्तर पर औसतन सबसे अधिक रहा। उन्होंने कहा कि अल नीनो प्रभाव पूर्वी उष्णकटिबंधीय प्रशांत महासागर में सतही जल के असामान्य रूप से तापमान बढ़ने की स्थिति को दर्शाता है।

हालांकि, भारत में हाल के दिनों में तापमान में वृद्धि का अल नीनो प्रभाव से कोई संबंध नहीं है। भारत बहुत बड़ा देश है और कई मौसमी परिघटनाएं स्थानीय प्रभाव के कारण भी होती हैं। अभी अप्रैल महीना शुरू ही हुआ है और मानसून आने में अभी समय है। हमारे पास ऐसा कोई अध्ययन नहीं है जो मार्च महीने के तापमान के आधार पर मानसून के पैटर्न से कोई संबंध जोड़ता हो। ऐसे में मानसून पर प्रभाव के बारे में अभी कुछ नहीं कहा जा सकता है।

समय से पहले सूरज का ताप, 122 साल में सबसे गर्म मार्च

गर्मी ने 122 साल पहले ऐसा रौद्र रूप दिखाया था। मौसम विज्ञानी हैरत में हैं और उनका अनुमान है कि मार्च में पारा जिस तरह चढ़ा और देश में कई जगह लू जैसी स्थिति पैदा हुई, वह अप्रैल में भी जारी रह सकती है। दिल्ली और एनसीआर के बारे में तो भारतीय मौसम विभाग ने अनुमान जताया है अप्रैल महीने में मंगलवार से लू का दौर शुरू हो सकता है। ऐसी स्थिति 2017 में हुई थी जब चार दिन तक राजधानी के लोगों को लू का कहर झेलना पड़ा था।

भारत मौसम विज्ञान विभाग ने शनिवार को कहा कि भारत में 122 वर्ष में मार्च सबसे गर्म रहा। मौसम विभाग ने इस असामान्य गर्मी की वजह भी बताई। उसके मुताबिक पूरे देश में 8.9 मिलीमीटर वर्षा ही दर्ज की गई, जो कि इसकी लंबी अवधि की औसत वर्षा 30.4 मिलीमीटर से 71 फीसद कम थी। वर्ष 1909 में 7.2 मिलीमीटर और 1908 में 8.7 मिलीमीटर के बाद 1901 से मार्च में तीसरी बार सबसे कम बारिश रही।

यूं तो मार्च में गर्मी की लहरें बहुत दुर्लभ घटना नहीं होती हैं, ये आम तौर पर भारत के मध्य भागों तक ही सीमित होती हैं, मगर खास बात यह इस वर्ष इसे उत्तर-पश्चिम भारत में हिमालय की तलहटी तक अनुभव किया गया। पश्चिम-मध्य और उत्तर-पशिचम भारत के कई हिस्सों में सामान्य से अधिक तापमान कई दिनों तक बना रहा, जिसके कारण मार्च में गर्मी की दो लहरें उठीं- पहली 11 से 21 मार्च तक और दूसरी 26 मार्च से शुरू हुई और यह महीने के अंत तक जारी रही।

गर्मी की लहरों की अधिकतम आवृत्ति मई के महीने में और मानसून की शुरुआत से ठीक पहले यानी जून के शुरू में होती है। लेकिन आंकड़ो से पता चलता है कि मार्च में भी गर्मी की लहरें आती हैं। भारत मौसम विज्ञान विभाग (आईएमडी) के महानिदेशक मृत्युंजय महापात्र ने कहा, आमतौर पर देश के मध्य भाग – गुजरात, तेलंगाना, दक्षिणी महाराष्ट्र, मध्य प्रदेश के दक्षिणी हिस्सों, छत्तीसगढ़ में मार्च में गर्मी की लहरें आती हैं। लेकिन इस बार हमने दक्षिणी जम्मू और कश्मीर, उत्तराखंड और हिमाचल प्रदेश जैसे क्षेत्रों में भी गंभीर स्थिति देखी। यहां तक कि जब कई जगहों पर लू की स्थिति नहीं थी, तब भी तापमान सामान्य से काफी अधिक था।

महापात्रा के मुताबिक मध्य और उत्तर पश्चिम भारत के कई क्षेत्रों में सामान्य से अधिक अधिकतम तापमान का सही अनुमान लगाया गया था और दक्षिण प्रायद्वीप के कई हिस्सों में अधिकतम तापमान सामान्य से नीचे रहने की भविष्यवाणी भी सही निकली। हालांकि, उत्तर और पूर्वोत्तर भारत में अधिकतम तापमान सामान्य से अधिक रहने की भविष्यवाणी सही नहीं निकली। इसकी वजह निचले और मध्य क्षोभमंडल पर उच्च दबाव वाली कोशिकाओं की भूमिका जो हवा को नीचे की ओर ले जाने में मदद करती है, गर्मी की लहरों को जन्म देती है।

मौसम विभाग के मुताबिक, हरियाणा और दिल्ली सहित दक्षिण पाकिस्तान से दक्षिण गुजरात की ओर उत्तर पश्चिम भारत की ओर हवाएं चल रही थीं, इसलिए इस क्षेत्र से उत्तरी भागों में गर्मी आई और इससे हिमालय की तलहटी मं भी पारा चढ़ गया। साथ ही हरियाणा व दिल्ली में भी अछूते नहीं रहे। देश में बारिश की गतिविधि काफी कम रही और इस बार कोई पश्चिमी विक्षोभ नहीं था, जिसके परिणामस्वरूप ठंडी हवाएं नहीं आ सकीं और दक्षिण गुजरात, दक्षिण पाकिस्तान से उत्तरी भागों की ओर दक्षिण की हवाएं चल रही थीं।

मौसम विभाग के आंकड़ों से पता चलता है कि काफी कम वर्षा गतिविधि की मात्रा रही और पूरे देश में शून्य से 72 प्रतिशत वर्षा की कमी दर्ज की गई। उत्तर-पश्चिम भारत में शून्य से 89 फीसद प्रस्थान, पूर्व और पूर्वोत्तर भारत में शून्य से 59 फीसद प्रस्थान, मध्य भारत में शून्य से 86 फीसद प्रस्थान, जबकि दक्षिण प्रायद्वीप में शून्य से 13 फीसद प्रस्थान आंका गया। वैसे मौसम विभाग ने कहा कि दो से चार दिनों में जम्मू, हिमाचल प्रदेश, गुजरात, झारखंड, राजस्थान, उत्तर प्रदेश और मध्य प्रदेश में गर्म हवाएं चलेंगी।

लोकलुभावन स्कीमें कर सकती हैं श्रीलंका जैसा हाल. PM की बैठक में नौकरशाहों ने चुनाव का जिक्र कर जताई चिंता

असेंबली चुनाव के दौरान आम आदमी पार्टी समेत कई दलों ने लोगों को लुभाने के लिए कई ऐलान किए। हालांकि बीजेपी के साथ नौकरशाहों को भी लगता है कि ये गलत है। पीएम मोदी के साथ मीटिंग में नौकरशाहों ने योजनाओं पर चिंता जताई और कहा कि ये आर्थिक रूप से व्यावहारिक नहीं हैं। उन्हें श्रीलंका के रास्ते पर ले जा सकती हैं। हालांकि ये साफ नहीं हो सका है कि नौकरशाहों का इशारा कौन सी योजनाओं की तरफ था।

टाइम्स ऑफ इंडिया की खबर के मुताबिक प्रधानमंत्री नरेंद्र मोदी की वरिष्ठ नौकरशाहों के साथ बैठक रविवार को हुई। मोदी ने शनिवार को 7, लोक कल्याण मार्ग स्थित अपने शिविर कार्यालय में सभी विभागों के सचिवों के साथ चार घंटे की लंबी बैठक की। बैठक में राष्ट्रीय सुरक्षा सलाहकार अजीत डोभाल, प्रधानमंत्री के प्रधान सचिव पीके मिश्रा और कैबिनेट सचिव राजीव गौबा के अलावा केंद्र सरकार के कई अन्य शीर्ष नौकरशाह भी शामिल हुए।

दो सचिवों ने हाल के विधानसभा चुनावों में एक राज्य में घोषित एक लोकलुभावन योजना का उल्लेख किया जो आर्थिक रूप से खराब स्थिति में है। उन्होंने अन्य राज्यों में इसी तरह की योजनाओं के ऐलान का हवाला देते हुए कहा कि ये सूबे आर्थिक रूप से सक्षम नहीं हैं। ऐसे वायदे राज्यों को श्रीलंका के रास्ते पर ले जा सकते हैं।

गौरतलब है कि श्रीलंका वर्तमान में इतिहास के सबसे खराब आर्थिक संकट का सामना कर रहा है। लोगों को ईंधन, रसोई गैस के लिए लंबी लाइनों में लगना पड़ रहा है। आवश्यक चीजों की आपूर्ति कम है। साथ ही लोग लंबे समय तक बिजली कटौती के कारण हफ्तों से परेशान हैं।

इससे पहले बैठक के दौरान मोदी ने नौकरशाहों से कहा कि कोरोना के दौरान सचिवों ने जिस तरह से साथ मिलकर एक टीम की तरह काम किया, उन्हें वैसे ही काम करना चाहिए। उन्हें भारत सरकार के सचिवों के रूप में कार्य करना चाहिए न कि केवल एक विभाग के प्रभारी के रूप में। उन्होंने सचिवों से सरकार की नीतियों में खामियों पर सुझाव देने के साथ फीडबैक देने के लिए भी कहा। 2014 के बाद से प्रधानमंत्री की सचिवों के साथ यह नौवीं बैठक थी।

Vidya Balan: ‘Surya Kasibhatla knows there are no limits to what he can do in life’

Vidya Balan mentions that Surya Kasibhatla who plays the role of 'Ayush' in Jalsa is not a trained actor and we were all stunned to see how beautifully he was responding when the director called out for ‘action’. Surya was very clear when the camera was on him, it was 'Ayush' and not Surya. Looking at Surya's performance was a real joy. The child has the ability to brighten up the atmosphere. He truly believes that life is full of possibilities. Vidya talks about her experience of playing a single working mother to a child with cerebral palsy. Excerpts:

How is Bollywood becoming inclusive in its approach?

It is wonderful that we had the opportunity to be inclusive in Jalsa. The story allowed us to do that and most importantly we found in Surya Kasibhatla a wonderful actor. While I am all for inclusivity, I do think that if we haven’t found a good actor with cerebral palsy, we may not have been able to cast Surya in the role of Ayush. We got really lucky in finding Surya as filmmaker Suresh Triveni always wanted to cast someone with cerebral palsy. It is just fantastic to see the number of kids that were auditioned to get a person who fitted the role perfectly. Surya is not a trained actor and we were all stunned to see how beautifully he was responding when the director called out for action. He is like a born actor and it was unbelievable to see the way he was performing with a disability. I can’t emphasize enough that we all feel very happy that we could have Surya in the film. But the icing on the cake really is the fact that he is a fantastic actor.

The connection that you developed with Surya like understanding him and bringing out the bond in an effortless manner…

Surya and his mother were flown down a month and a half before the shoot by producer Vikram Malhotra, our producer because we started shooting right after the second lockdown so he needed to come here and be in isolation for a few days and then acclimatize himself with the process of filmmaking and small things like not looking into the camera during a shot. Also, Suresh did not want to give him lines. He wanted Surya to be natural and speak whatever came to his mind. He was just given a few lines beforehand, but finally, it was what came effortlessly to Surya that was used in the film. So, this process was also very unique.

What was your most challenging scene with Surya?

There was one scene where Ayush (Surya) calls me weird and I scream at him. I was very nervous for that one scene so I actually asked Suresh if I could work with a coach who could do workshops with Surya and me. So, that he doesn’t take it to heart because I didn’t know how he would react to it. We had to remember one thing, acting is not something that Surya does day in and day out.

I was simply amazed by this boy’s attitude because I told him that I will have to be very brutal with him in one of the scenes. I also mentioned to him that it is a scene in which my heart is breaking and I am feeling terrible. To which he said, “ I know that this is Ayush’s mom saying it to Ayush, it’s not you saying it to me, and also my mother would never say these things to me.” These words from Surya actually touched my heart. He was very clear that when the camera came on him, it was Ayush and not Surya. The whole team Shefali Shah, Suresh Triveni, Rohini Hattangadi, all of us spent time with Surya. Surya is one of the sharpest, brightest and happiest kids I have ever come across. He brightens up the whole atmosphere. It is amazing to see him the way he is. Whenever you meet a happy child, you always wonder what makes them so cheerful and I will give all the credit to Surya’s parents that he is such a happy kid. He doesn’t question why he was born with this condition. He is very accepting of it. And he knows and believes in it that there are no limits to what he can do in life. He sees nothing as impossible. God bless him and his parents for that!

Preparing yourself with the emotions…

Suresh actually got me to speak to a psychologist as to what happens post-trauma and how we deal with anything that shocks us. And I am a student of psychology which helped me in understanding and break down the various phases we go through after a traumatic experience. When a panic attack happens, you don’t have control over your body. Suresh has a very different approach to handling these delicate scenes. Pooja Swaroop helped me in the scenes with Surya because the most important part was to build trust with each other. Pooja also helped me with the panic attack scenes and playing with my own breath. I had to just alter my breathing and when you actually do that it can be very scary. She just allowed me to play around with my breath to see what all I could do in the panic attack scenes. For Jalsa, I literally unlearnt acting.

On playing the role of  a single mother to a differently-abled child…

I have also played a single mother to a special child in Pa. There, Amitabh Bachchan’s character Auro had progeria and here in Jalsa, it is cerebral palsy. I spent a lot of time with Suresh trying to decode Maya’s personality because on paper and even on-screen she is not someone who you can see through. She is inscrutable and even she is also someone who builds walls around herself.  I had to actually create a backstory for myself that would justify why ‘Maya Menon’ is the way she is.

The bald type: Chris Rock joke is familiar territory for Indians; Bollywood, pop culture have long ridiculed hair loss

A joke about balding landed a comedian a punch at the Oscars. Chris Rock was an iconic vessel for his generation’s shtick but he did, in that moment of awkward discomforting clarity on the Academy’s stage, look dated.

People have already connected similar jokes Rock made about Jada Pinkett Smith six years ago to retribution that had practically become due. It is of course easier now in the aftermath of that shocking series of events to look at it through the lens of morality and righteousness. It was even more soothing to survey social media later, knowing we were on the right side of history calling both crass humour and reactive violence out. But as soon as you are done patting yourself on the back, you would do well to look back and maybe around yourself at how Indians have culturally viewed and responded to baldness. It is as ugly a sight as we have made baldness seem for decades. 

From close friends to acquaintances, baldness is considered a personality handicap in a country more obsessed with genetic qualities rather than moral even-handedness. We have all been there where we have made a cocky joke about male pattern baldness, that in some families, is passed over generations. Balding men are considered unmarriageable, as if the absence of hair on the skull recuses them from a live well-lived. The richest man in the world, Jeff Bezos, is bald but here in India, aspiration is so conspicuously tied with the idea of the visual that from wanting fair kids to tall brides, external beauty has transitioned from being functional to being central to how we think about people, their personalities, and everything else about them. Women have it even worse for they live under the constant fear of losing their hair cover, and by consequence, something they have been told is an extension of their personality.

Pop culture and cinema, when it comes to sensitivity, have only contributed to strengthen this discriminatory idea. In Shaan (1980), Kulbhushan Kharbanda plays the villain Shakaal, a bald man who rubs his skull every time he pronounces a brutal plan or a philosophical oversight. His baldness is part of his character, summoned to make him look a certain type in the comparative presence of heroes who sport wavy locks and a thick mane.

For decades, Bollywood assigned cruel, brutalising characterisations to the bald, reducing them to caricatures often referred to as ‘taklu’ etc. Bob Christo played the villain countless times as a functional output of his masculine exterior that maybe complemented the colour of his skin in the worst way possible way – the white guy. Most recently, in Agneepath, Sanjay Dutt, who had carried a rather eclectic bunch of hairstyles throughout his career, bared his skull as gritty excuse to recreate the mystical evil of Marlon Brando from Apocalypse Now

Bollywood has obviously tried to address this social massacring of an uncontrollable phenomenon by making films like Gone Kesh, Bala, and Ujda Chaman but the invocation of sensitivity alone is unlikely to undo what generations in this country have done – treat baldness as a form of social deprivation, or worse, a disease. The rise of international stars like Dwayne Johnson, Vin Diesel, and Jason Statham has somewhat realigned the view of baldness, even motivating men to go bald by choice.

But in the case of women, as the Oscars provided due evidence, it is still considered a source of ridicule. Jada Pinkett Smith had been vocal about her struggle with Alopecia, but it could not quite elevate her above the low bar of body-shaming comedy.

To think that a person of her reputation and pedigree can be belittled on a global stage, one can only shudder at thought of reticent introverts with receding hairlines experiencing the rougher edges of the street, in what can feel like a life-altering burden. Even though it does not have to be so.

Bollywood and cinema cannot specifically be accused of creating this cultural abomination. Be it our mythology or our folk tales, baldness has rarely made an appearance. You could be sure there was baldness in the middle ages, but it is something of a clue to see it make so little of the modern incarnations of age old stories. Naturally, the first bald man we ever saw in our lives came across as an oddity, whose unnatural existence had already been coached by cinema and pop culture to be interpreted a certain way. The Bond villain, for example, has to still carry scars as proof of his vice and villainy.

Baldness may not be considered the affliction it was decades ago, but in real life, it is still the kind of barrier you would rather not face or have to grow up with. Thanks to Chris Rock, we know it is even harder, or maybe impossible, for women.

In appreciation of Red Hot Chili Peppers' enduring ability to sound like themselves across genres and time

In #TheMusicThatMadeUs, senior journalist Lakshmi Govindrajan Javeri chronicles the impact that musicians and their art have on our lives, how they mould the industry by rewriting its rules and how they shape us into the people we become: their greatest legacies.

From the overcrowded spaces of mainstream rock (and its sub-genres) as well as alternative rock, the Red Hot Chili Peppers sound can be recognised instantly. Even though the almost 40-year-old band has dabbled with so many genres since their self-titled debut in 1984, there is something “magikal” about their sonic identity that cuts through the rest of the lot.

For a band that has been riddled with drug problems and many entries, exits, re-entries and exits of bands members, it is nothing short of a miracle that Anthony Kiedis and Flea have kept the outfit intact. Several genre influences and inspirations notwithstanding, the band has managed to carve such a distinct sonic persona that no change in lineup or heightened intoxication or even sobering up has managed to alter that. For in their every change is also present an inexplicable constant, something we can only attempt to decode. What then is that constant that sets the band apart from their contemporaries?

To start with, every band member has over time brought something indispensable to the table. Unlike a lot of rock bands that have turned into battlefields of egos, RHCP has had the sound vocals of Kiedis, rock solid drumming of Chad Smith, unmistakable basslines of Flea and guitarists like John Frusciante and Josh Klinghoffer who have understood their job description without attempting to overshine the rest.

Their mix of genres spanning, rap rock, nu metal, hard rock and hip hop paved the way for bands like Linkin Park and Limp Bizkit to be comfortable in their own musical journeys. 

In band parlance, RHCP are incredibly tight; meaning they function with precision as a quartet, playing every note and beat with perfect synchrony as Kiedis maintains a firm grip over his rap-rock-melodic singing, thus collectively exuding the vibe or attitude the band wishes to showcase. 

Let’s be honest, in terms of vocal prowess Kiedis isn’t the strongest of the lost. But he nails his part with the rapping or the energy or the staccato, knowing when to unleash his inner range and when to show restraint and let the other instruments take the lead. This balance, coupled with the sheer vastness of their range and the self-assurance with which he sings, makes Kiedis the best man for the job. He can go from high octane rapping in Give it a Way to pensive and soothing in Scar Tissue, or attitude-driven in Suck My Kiss, making him the next generation Mick Jagger whose primary responsibility has always been to embody the feel of the band, of the song and of the moment.

In my opinion, Flea’s mastery over the bass has in many ways defined the band’s sound. Add to the mix the interplay between him, Kiedis and Frusciate/Klinghoffer and the way he locks in with Smith’s drumming, and we have Flea as the true custodian of the RHCP soundscape bringing soul to their inimitable funk-ness. There are so many examples of his bass prowess that every single one of their chartbusters has had either a bass solo or an important flourish that we can’t help noticing. 

Some of my personal RHCP favourites have been so because there’s a Flea element that simply elevates the song. The bass is easy to notice in songs like The Adventures of Raindance Maggie, Dark Necessities or Naked in the Rain where the bass riffs are the basis of the songs. But in numbers like Soul to Squeeze or Snow (Hey Oh) where the vocals or the guitaring takes prominence, it is the bass subtleties that actually bring the songs together.

The guitar duties may have seen many changes but broadly speaking in the band’s context we study them as either the Frusciante era or the Klinghoffer era. Between the two Frusciante has been more pivotal in pinning the band’s sonic vibe between raw, aggressive risqué energy on one side and calm, melodic temperance on the other. Klinghoffer’s The Getaway, Dark Necessities, Pink As Floyd and even Encore allow him to bring his stamp of individualism without setting into the mould created by Frusciante.

Frusciante, on the other hand, has been instrumental in allowing the band to go beyond their early sound and move in various directions genre-wise. His work on albums like Blood Sugar Sex Magik, Californication, By The Way and Stadium Arcadium among others, established RHCP as that funky force of nature that one must no longer ignore. For within these albums lie some of the band’s best songs like Under the Bridge, Scar Tissue, The Zephyr Song, Dani California and many of those mentioned earlier in the article. In so many ways these are the songs that we’ve come to instantaneously recognise and associate with the band.

Much like Ringo Starr, Chad Smith’s drumming although fantastic is also crucial to the experience of listening to Red Hot Chili Peppers because his chemistry with both Flea and Frusciante is the reason why you cannot help but jump — not dance, not groove, not mosh — as soon as you hear one of their upbeat tracks. Smith exercises superlative restraint even when he is head-bangingly playing the rhythmic parts, never overshadowing his bandmates while strongly holding his own; much like The Rolling StonesCharlie Watts

That understanding that the band is bigger than the individual has contributed greatly to their overall songwriting and sound, with their devil-may-care attitude bringing in the early fans. The band may have sobered up over these decades, their music matured, and their stage performances more clothed but their unique ability to sound like themselves irrespective of their genre has made their work more timeless than they are given credit for.

Luckily for us, they continue to make music as Red Hot Chili Peppers' 11th album Unlimited Love released on Friday, 1 April, six years after The Getaway, and their first with John Frusciante since Stadium Arcadium in 2006.

भगोड़े शराब कारोबारी विजय माल्या ने शनिवार (दो अप्रैल, 2022) को सोशल मीडिया पर उगाड़ी की शुभकामनाएं दी, जिस पर कई लोग उनके मजे लेने लगे। माइक्रो ब्लॉगिंग साइट टि्वटर पर उन्होंने बधाई संदेश में लिखा था, “हैपी उगाड़ी टु ऑल। (आप सभी को उगाड़ी की शुभकामनाएं)”

माल्या के इस ट्वीट पर कुछ लोगों ने कमेंट कर उन्हें भारतीय बैंकों से कर्ज के तौर पर लिए गए पैसों को लौटाने के लिए कह दिया। @happu_Sing नाम के हैंडल से कहा गया, “इतै ही आजा ससुर, साथ में ही सेलिब्रेट कर लेंगे।” @YoYoDhanjeeSin2 ने कहा- पैसवा कहिया भेजिएगा चचा?

तंज कसते हुए @vaishaliyaarrrr नाम के हैंडल से कहा गया, “आपके इंतजार में कुवारी रह जाऊंगी। अब तो आ जाओ।” @Ananya_888
ने लिखा कि तुम्हारे पापों का फल आईपीएल टीम आरसीबी भुगत रहा है। पैसे वापस करो। @ajo13_ ने माल्या को टैग करते हुए सवाल पूछा- यह पैसे लेकर दूसरे मुल्क भाग जाते हैं, तो पुलिस पकड़ती नहीं है क्या?

Jio-Airtel के बाद अब Vodafone-Idea ने लॉन्‍च किए 30 और 31 दिन वाले दो नए रिचार्ज प्‍लान, जानें क्‍या मिलेगा खास

Jio-Airtel के पूरे महीने वाले रिचार्ज प्‍लान आने के बाद से अब VI (वोडाफोन आइडिया) ने भारत में दो नए प्रीपेड रिचार्ज प्लान पेश किए हैं। वीआई ने ये दो नए प्‍लान 327 रुपये और 377 रुपये में पेश किया है, जिसकी अलग- अलग वैधता है। साथ ही इसमें वीआई मूवीज और टीवी सब्सक्रिप्शन भी दिया जाएगा। आइए जानते हैं इन प्‍लान्‍स में आपको क्‍या खास चीजें मिलेगी।

भारतीय दूरसंचार नियामक प्राधिकरण (ट्राई) द्वारा दूरसंचार प्रदाताओं को ग्राहकों के लिए 30 दिनों की वैधता के साथ कम से कम एक योजना की पेशकश करने के निर्देश के दिए थे। जिसके बाद Jio-Airtel और वोडाफोन आइडिया ने एक महीने वाले प्‍लान की पेशकश कर दी है।

वोडाफोन आइडिया के इन प्‍लान में क्‍या मिलेगा
वीआई की वेबसाइट के अनुसार, नया 327 रुपये वाला प्रीपेड रिचार्ज प्लान असीमित वॉयस कॉल, दैनिक आधार पर 100 SMS और कुल 25GB डेटा 30 दिनों की वैधता के साथ मिलता है। जबकि वीआई का नया 337 रुपये का प्रीपेड रिचार्ज प्लान यूजर्स को अनलिमिटेड वॉयस कॉल, प्रति दिन 100 SMS व 28GB डेटा 31 दिनों के लिए देता है। इसके साथ ही वीआई की ओर से दी जाने वाली सुविधाएं भी मिलती हैं।

एयरटेल के रिचार्ज प्‍लान
Airtel भी ग्राहकों के लिए इसी तरह के रिचार्ज प्लान पेश किया है। हाल ही में, एयरटेल ने रुपये के 296 रुपये और 319 रुपये का प्रीपेड रिचार्ज प्लान की घोषणा की है। दोनों प्लान में अनलिमिटेड वॉयस कॉल और प्रतिदिन 100 एसएमएस मिलते हैं। 296 रुपये का एयरटेल प्रीपेड रिचार्ज प्लान 30 दिनों की वैधता के साथ 25GB डेटा प्रदान करता है, जबकि 319 रुपये प्लान एक महीने की वैधता के साथ दैनिक आधार पर 2GB हाई-स्पीड डेटा प्रदान करता है।

रिलायंस जियों ने भी की थी पेशकश
रिलायंस जियो ने भी 259 रुपये के प्रीपेड रिचार्ज प्लान 1.5GB हाई-स्पीड डेटा की पेशकश करता है। इसके अलावा, प्लान में अनलिमिटेड वॉयस कॉल और एक दिन में 100 एसएमएस दिया जाता है। यह Jio ऐप्स के लिए कॉम्प्लिमेंट्री सब्सक्रिप्शन के साथ आता है।

Covaxin के उत्पादन में गड़बड़ कर रही भारत बायोटेक- ये कहते हुए WHO ने रोकी कोवैक्सीन की सप्लाई

विश्व स्वास्थ्य संगठन (WHO) ने भारत बायोटेक के कोविड रोधी टीके कोवैक्सीन (Covaxin) की सप्लाई पर रोक लगा दी है। विश्व स्वास्थ्य संगठन ने शनिवार को कहा कि उसने भारत बायोटेक द्वारा निर्मित COVID-19 वैक्सीन कोवैक्सीन की संयुक्त राष्ट्र एजेंसियों के माध्यम से सप्लाई पर रोक लगा दिया है, साथ ही मैन्युफैक्चरर को सुविधाओं को अपग्रेड करने और निरीक्षण में पाई गई खामियों को दूर करने का सुझाव दिया है।

एक बयान के मुताबिक, डब्ल्यूएचओ ने वैक्सीन प्राप्त करने वाले देशों से उचित कार्रवाई करने के लिए कहा है। हालांकि, यह स्पष्ट नहीं किया है कि यह उचित कार्रवाई क्या होगी। WHO ने उन देशों को अपने टीकाकरण अभियान को जारी रखने के लिए अन्य स्वीकृत टीकों की एक सूची दी है।

WHO के मुताबिक, गुड मैन्युफैक्चरिंग प्रैक्टिस (GMP) यानी अच्छी उत्पादन कार्यप्रणाली में कमी के कारण ये फैसला लिया गया है। डब्ल्यूएचओ ने कहा कि वैक्सीन प्रभावी है और इसकी सेफ्टी को लेकर की चिंता नहीं है, लेकिन निर्यात के लिए प्रोडक्शन के निलंबन के कारण कोवैक्सिन की सप्लाई में रुकावट आएगी।

WHO द्वारा जारी बयान में कहा गया है कि यह रोक 14 से 22 मार्च तक डब्ल्यूएचओ पोस्ट इमरजेंसी यूज लिस्टिंग (ईयूएल) निरीक्षण के परिणामों के बाद लगाई गई है। डब्ल्यूएचओ ने कहा कि कंपनी ने एहतियात के तौर पर निर्यात के लिए अपने प्रोडक्शन को सस्पेंड करने का फैसला किया है।

डब्ल्यूएचओ की तरफ से जारी बयान में कहा गया है कि कंपनी जीएमपी की कमियों को दूर करने के लिए प्रतिबद्ध है और ड्रग्स कंट्रोलर जनरल ऑफ इंडिया (DCGI) और डब्ल्यूएचओ को प्रस्तुत करने के लिए एक सुधारात्मक और निवारक कार्य योजना विकसित कर रही है। वहीं, भारत बायोटेक की तरफ से इस पर अभी कोई प्रतिक्रिया नहीं आई है।

एक दिन पहले, ही भारत बायोटेक की तरफ से कहा गया था कि कंपनी कोरोना रोधी टीके कोवैक्सीन का प्रोडक्शन कुछ समय के लिए घटाने जा रही है। भारत बायोटेक ने कहा था कि वह सभी मैन्युफैक्चरिंग यूनिट में कोविड के टीके कोवैक्सीन के उत्पादन को अस्थायी रूप से कम कर रहा है।

Happy Birthday Prabhu Deva: Some of the best dance tracks of India’s Michael Jackson

Prabhu Deva will turn 49 on 3 April. Known for his spectacular dance moves, the multi-talented actor, director and choreographer is considered an idol for many aspiring performers. From his super entertaining facial expressions to his unique moves, Deva is one of the most appreciated dancers in the country. He is also known as the Indian Michael Jackson for his sleek and impossible-to-imitate dance steps.

Born in 1973, Prabhu Deva grew up in Chennai’s Alwarpet. Since childhood, he was inspired by his father, Sundaram, who was a dance master for movies. Deva soon started learning Bharatanatyam and western dance styles.

With time, he slowly established himself as an actor and his unique dance moves gave him the status of a star. Deva has given many outstanding performances in his career, which are still loved years after they first hit the screen. So far, he has choreographed over 100 movies and directed 16 projects.

First Take | Fresh, Aamis, The Hungry: What do recent films on cannibalism say about us?

Mimi Cave’s Fresh has blown the lid off unconventional culinary tastes. Meat Steve, our heroine Noa’s latest date. And  I do mean 'meat.'

You see, unbeknown to Noa, Steve is into human flesh. No, it is not a kink, it is his bigtime entrepreneurial  passion. Yes, he is a cannibal who supplies human meat to the cannibalistic connoisseurs all over the world.

Noa, who is into online dating (warning to the young girls out there who are looking for loving-tinder-care out dare) meets Steve at the supermarket, ironically at the vegetable counter because as Steve grandly confesses  he “doesn’t eat animals,” which is technically not incorrect. After the cute-meat, the pair is soon seen taking a torrid  tumble in the sack and then, aha, Steve dreamily suggests a weekend holiday in the wilderness.

Here is where this savage horror-comedy (actually, the humour is lost in the gore-fest) loses its way: that a strong self-made intelligent girl, played by the beautiful and bright Daisy Edgar-Jones (of Normal People-fame, and how much abnormal can it get) could fall for a man without checking his identity or his social profile (he does not have one) is as hard to swallow as Steve’s cuisine for those who are not into human flesh.

In the way Sebastian Stan plays the cannibal entrepreneur, singing and dancing his way to the sizzling over, I was reminded of Armie Hammer… I mean, imagine if those scandalous text messages were actually a prelude to  something far more sinister, far more culinary.

But oops, I am straying: something that Fresh never does. It is razor-sharp scalpel-precise in its narrative focus, adhering to Noa’s survivalist drama as closely as Steve’s scalpel on human female skin (always  female, never male: Steve says we do not taste that good). First-time director Mimi Cave has a lot of fun with her feast-friendly hero’s ravenous appetite.

But the horror of a regular working class woman trapped in a scream-proof house with a suave psychopath never attains the chilling ferocity of Cate Shortland’s Berlin Syndrome.

While the set-up for the captivity is a luscious mix of chilling and comic, the  second movement of the plot, where Noa outwits her captor is messy and predictable. And dipped unnecessarily in sylized violence. Though horrific in its exposition of human flesh as gourmet, Fresh fails to fuel the fear factor with any durable artistic integrity, cinematic or otherwise. It is all done in the spirit of fearful fun. If you want to see a genuinely disturbing film about cannibalism then try the Assamese Aamis. Until we meat again.

‘Meat’ in the phonetic Hindi and Sanskrit sound also means 'beloved.' It is in the fitness of things in this bizarre but persuasive exposition on flesh-eating obsessions that the search for love, or for a 'meet,' merges into a growing  obsession with meat that finally culminates in a horrific crime that is repugnant, and in many ways, deeply offensive.

Bhaskar Hazarika’s Aamis is not what it initially seems to be. A sweet love story set in a strangely stress-free  Guwahati, between a wide-eyed innocent young man Sumon (Arghdeep Baruah) and a slightly older married  doctor and mother Nirmali (Lima Das), whose husband is frequently out of town… too frequently, for things to remain as  equanimous as they seem.

Writer-director Bhaskar Hazarika is unusually adept at capturing the sounds, sights, and smells of workaday existence… the rhythms of normalcy are captured in all their stripped-down fidelity by a camera and sound design that know their way around the characters. Hazarika constructs a case for a budding, beautiful, although strictly forbidden romance between the unlikely companions who share a common liking for meat eating-adventures, only to shatter the mood of the temperate and the humdrum with a twist in the tale that is original, jolting, and  altogether appalling.

What Hazarika does to the romance in Aamis is, in some ways, unpardonably perverse. And yet the sense of doom that swathes the central relationship of this freakish fable is somehow, not an aberration but more an accreditation of the anxieties that swirl just under the placid surface of human relationships waiting to burst open  at the first provocation.

This love story about two voracious meat eaters is hard to digest. But it is also hard not to get sucked into the vortex of the insatiable violence that gathers at the centre of this nerve-wracking drama. The film makes its  journey from forbidden courtship to unspeakable crime in a narrative that is not fully convincing, but always compelling right till the shocking revolting finale.

This is not an easy film to pull off. Bhaskar Hazarika manages it with timorous but unwavering grace, thanks to his lead pair who furnish an uneasy but convincing graph to their off-kilter characters. Das as a bored wife who discovers a stunning appetite for adventure in her stunningly adventurous appetite, chews on every morsel of her meaty role as though it is her last. Arghadeep Baruah as Ms Das’ ‘Mann Ka Meat’ remains constantly wide-eyed and innocent even as his actions (which  involve self-mutilation) grow unspeakably vile.

These are remarkably accomplished performances in a film that is savagely original. The closest parallel I can  think of is Julia Ducourno’s 2017 French film Raw. And in that, no one crossed culinary boundaries for love.

In Bornila Chatterjee's The  Hungry, a savage and stunning adaptation of  Titus Andronicus by William Shakespeare. By the time the director lugged pulled and yanked  the film to the sickeningly cannibalistic climax, I was repelled yet fascinated by the gore fest. The Hungry is a film where not one character is even remotely likable, except maybe the business heir who dies at the start. This is a pitch-dark Shakespearean tragedy as true to the original tale of deception and betrayal as I have seen any Shakespearean tragedy being in Indian cinema. Not for the faint-hearted. Like life itself.

It is not easy to do a modern adaptation of  Shakespeare’s most obscure tragedy Titus Andronicus for the simple reason that it is too complicated to withstand any kind of amendment and modulation. Bloody brutal and unpleasant, it is tale well left to anonymity.

Bravely in The Hungry, now out on Amazon Prime Video, Bornila Chaterrjee plucks into the inner innards of this internecine tragedy, looking for family feuds that can never come to a happy or even a comprehensive conclusion. This is a  distracing play-on-film reveling in the bloody mess that greed and ambitious creates in those who worship money more than human relationships.

It is a film steeped  in the ethos of violence. I would go as far as  to say I have not seen a  more violent Indian  film in a very long time. Bornila stares unflinchingly at the raw wounds, invisible and manifested, of souls that never sleep. Her film is peopled  by nocturnal predators feigning civility because it is expected of them. The varnish peels off even before night falls properly. And the ambitious self-destructive beast in all the characters rises to prey on all human values that make life worth living.

The film opens at a New Year’s party where Tulsi Joshi (Tisca Chopra)’s elder son (Suraj Sharma from The Life Of Pi, in a well-executed cameo) is brutally  murdered. From this perverse preamble, the film ekes out a pain-lashed  tragedy from the Shakespearean original, winding in and out of twists and turns that would leave a breathless David Dhawan comedy huffing and puffing.

 Of course there is nothing even remotely humorous in Bornila Chatterjee’s bleak bleeding kingdom of massive ruination. Not once did I find myself smiling at the predatory posturing of the characters who breathe the toxic fumes of their ambitions until they are completely destroyed.

The film is blissfully joyless, shot by cinematographer by British  cinematographer Nick Cooke with an eye for for sigh and a tooth for  the truth.

Then there are the  performances. So stunningly representative of a world toppling into disaster you can see the doom in the actor’s eyes. The  basic dramatic conflict  is between the characters played by Naseeruddin Shah and Tisca Chopra, who plays his daughter-in-law married to the ruthless tycoon’s weakling son, to get even. And boy, does she get her revenge!

Vendetta is scrawled on every nerve in Chopra’s persona. If looks could kill… Naseeruddin Shah, hobbling around like an evil Shylock high on the narcotic of unscrupulous entrepreneurship, is brilliant specially in the sequence where he crumbles to the ground after he sees a loved one die. The third vital character is the wheel dealer, the broker/dalaal who shifts loyalties according to the zeros on  the cheque. Neeraj Kabi, who played a monk, who will not compromise in The Ship Of Theseus is unrecognszable as this ruthless marauder .

While these three stalwarts hold the plot together, the supporting cast is no less empathetic. Sayani Gupta and  Arjun Gupta as Naseeruddin Shah’s children are specially remarkable in how much of the family’s feudal venom they inhale into their performances. These are no 'flesh'-in-the-pan occurrences on celluloid.

There is much more to these jolting films than the shockingly repellent cannibalism. They express a yearning to  fulfil a culinary yearning that no kitchen can fulfill. Majrooh Sultanpuri unintentionally said it when he wrote, "Meat na  mila re mann ka....."

On Bade Ghulam Ali Khan's 120th birth anniversary, how the Tansen of 20th century came to sing in Mughal-e-Azam

One of the most eminent exponents of the Patiala Gharana, and known as the Tansen of the 20th Century, Ustad Bade Ghulam Ali Khan was born in Kasur, Punjab (now in Pakistan) on 2 April 1902.

Today,2 April, marks the 120th birth anniversary of the legendary vocalist, and on this occasion, it is only right to rediscover his legacy. That is not to say that his craft has faded into oblivion, but only that the curse of time has made the generation of today blissfully ignorant of the subcontinent’s rich heritage and culture, of which Ustad Bade Ghulam Ali Khan is a pivotal part. While millennials may not be aware of his stature, those who know their music are well aware of the fact that he is a maverick musician, and one of the greatest vocalists to ever walk this land.

After the Partition in 1947, he wished to move to Pakistan and even did so. However, finding the classical scene there to be unfit for his likings, the musician decided to move to India, and with the help of the then Bombay Chief Minister, Moraji Desai, as well as the former Prime Minister Jawarlal Nehru, he acquired Indian citizenship. 

Bade Ghulam Ali Khan, for the longest time, stayed away from film music despite several requests and encouragement. However, after a lot of coercion by K Asif, he sung two songs, 'Prem Jogan Ban Ke' and 'Shubh Din Aayo' in the magnum opus Mughal-e-Azam (1960). Although, how all this came to be is a story in itself, considering that Ghulam Ali Khan was a firm and unrelenting man, and Mughal-e-Azam, one of the greatest Indian films ever. 

In the film, the song 'Prem Jogan Ban Ke' is sung by Tansen, one of the nine jewels of Akbar’s court, and thus it was imperative to find someone worthy to give it voice. Director K Asif perplexedly asked his composer Naushad, to which the music director promptly replied that it was only fit for the Tansen of this era to sing the song, except that he did not sing for films. After this, Asif was sure that it would be Bade Ghulam Ali Khan who would give this song a playback, and no one else. Despite Naushad’s repeated attempts to deter him, a meeting with Ustad Bade Ghulam Ali Khan was set up. 

Naushad and K Asif went to meet the musician who firmly denied all requests, until Asif adamantly claimed that Bade Ghulam Ali Khan would sing for them, and he can name any price. The former quoted Rs 25,000 at a time when the likes of Lata Mangeshkar and Kishore Kumar were getting less than Rs 500. However, it is said that K Asif complied, and even paid him a Rs 10,000 advance. The vocalist had quoted this price hoping that the director would give up and leave, but that did not happen to Ghulam Ali Khan’s disappointment. 

Nevertheless, on the day of the recording, Bade Ghulam Ali Khan walked into Mehboob Studio only to be enraged by the absence of a baithak, which was instantly then arranged by K Asif. The song was then recorded, however, K Asif was not very happy with the rendition and told the singer to sing softly, given that it was a tender and romantic song. This upset the maestro, who stormed out of the studio, and claimed that he would only return when he was shown the scene on which the song is to be played. 

Naturally, the director had not shot the scene yet, and was compelled to shoot it hastily. It was then screened for the vocalist, who watched in grave silence and then nodded his head in approval. He also announced that he will sing, while the scene runs, and so the film ran, and Bade Ghulam Ali Khan sang to it, which is why one can observe how during close-ups, there is a change in intonation, as compared to long shots, where the voice is different. 

Alas, this was the story of Bade Ghulam Ali Khan and how he went on to give two of the most beautiful songs in one of the greatest Hindi films ever. This anecdote is a testament to his caliber and status as an artist, one that is too great for me to even comment on, but on his 120th birth anniversary, it is only right to celebrate him for his eccentricity, unparalleled flair, and repute.

राज्यसभा में 34 साल में पहली बार भाजपा ने छुआ सौ का आंकड़ा, दर्जन भर पार्टियों के बराबर अकेले बीजेपी के सांसद

संसद में भारतीय जनता पार्टी की ताकत में इजाफा हुआ है जबकि कांग्रेस की ताकत कम हो गई है। राज्यसभा में पहली बार भाजपा ने 100 का आंकड़ा छुआ है। यह उपलब्धि हासिल करने वाली भाजपा 1990 के बाद पहली पार्टी बन गई है। भाजपा ने गुरुवार को हुए चुनाव में असम, त्रिपुरा और नागालैंड में एक-एक सीट जीतने के बाद राज्यसभा में 100 सदस्य होने की उपलब्धि हासिल की है।

छह राज्यों की 13 राज्यसभा सीटों के लिए हाल ही में हुए द्विवार्षिक चुनावों में भाजपा को पंजाब में एक सीट गंवानी पड़ी। हालांकि, तीन पूर्वोत्तर राज्यों और हिमाचल प्रदेश से पार्टी ने एक-एक सीट जीत लीं, जहां सभी पांच निवर्तमान सदस्य विपक्षी दलों से थे। पंजाब में, आम आदमी पार्टी ने सभी पांच सीटों पर जीत हासिल की।

राज्यसभा की वेबसाइट पर अभी तक नए टैली को जारी नहीं किया गया है। हालांकि, अगर हालिया चुनावों के दौरान भाजपा को मिली सीटों को जोड़ दिया जाए तो उच्च सदन में सदस्यों की संख्या 100 पहुंच जाएगी। बीजेपी के आईटी सेल हेड अमित मालवीय ने ट्वीट किया, “बीजेपी और उसके सहयोगियों ने असम से राज्यसभा की दोनों सीटें जीतीं। उत्तर पूर्व की अन्य दो सीटें, त्रिपुरा और नागालैंड भी भाजपा ने जीती हैं। इस तक यहां नतीजे 4/4 हैं। राज्यसभा में अब भाजपा के 100 सदस्य हैं। 1988 के बाद कोई पार्टी यहां नहीं पहुंची।”

2014 के लोकसभा चुनावों में पीएम नरेंद्र मोदी के नेतृत्व में भाजपा की प्रचंड जीत के बाद से राज्यसभा में पार्टी की ताकत में लगातार इजाफा हुआ है। 2014 में राज्यसभा में भाजपा की संख्या 55 थी और तब से यह संख्या लगातार बढ़ रही है क्योंकि इसके बाद से पार्टी ने कई राज्यों में सत्ता हासिल की है।

राज्यसभा में कांग्रेस की ताकत कम हुई है जिसके 29 सदस्य हैं। वहीं, टीएमसी के 13 सदस्य हैं, डीएमके के 10, बीजेडी के 9, आम आदमी पार्टी के 8, टीआरस के 6, वाईएसआरसीपी के 6, एआईएडीएमके के 5, राजद के 5 और सपा के 5 सदस्य हैं।

पिछली बार 1990 में ऐसा हुआ था जब उच्च सदन में किसी पार्टी के सदस्यों की संख्या 100 या उससे अधिक थीं, तब तत्कालीन सत्तारूढ़ कांग्रेस के 108 सदस्य थे। 1990 के द्विवार्षिक चुनावों में राज्यसभा में पार्टी की संख्या कम होकर 99 पहुंच गई और इसके बाद से ये संख्या कम होती गई।

जनसंख्या नियंत्रण पर बीजेपी सांसद ने बढ़ाया बिल, स्वास्थ्य मंत्री ने कर दी न, लेना पड़ा वापस

जनसंख्या नियंत्रण पर भारतीय जनता पार्टी (बीजेपी) सांसद राकेश सिन्हा की ओर से बढ़ाए गए बिल पर स्वास्थ्य एवं परिवार कल्याण मंत्री मनसुख मांडविया ने इन्कार कर दिया। उनके दखल देने के बाद शुक्रवार (एक अप्रैल, 2022) को सिन्हा को अपने विधेयक को वापस लेना पड़ा।

दरअसल, सिन्हा ने जुलाई 2019 में प्राइवेट मेंबर बिल पेश किया था। इस विधेयक में दो-बच्चों वाले नियम (Two-Child Rule) लागू करने की मांग की गई थी, जबकि इसके उल्लंघन पर दंडात्मक प्रावधानों के लिए भी कहा गया था।

निजी विधेयक पर चर्चा में हस्तक्षेप करते हुए मंडाविया बोले, ‘‘देश में आज बेहतर इलाज सेवाएं दी जा रही हैं। देश बदल रहा है। प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में एक नया इंडिया बन रहा है।’’ उन्होंने बिल पर चर्चा के जवाब में बताया कि सही है कि बढ़ती जनसंख्या कई समस्याओं का कारण होती है। पर उन्हें पूरा विश्वास है कि शिक्षा और जागरुकता के प्रसार से जनसंख्या नियंत्रण के लक्ष्य को हासिल किया जा सकेगा।

मंडाविया के मुताबिक, देश में प्रजनन दर दो प्रतिशत तक पहुंच गई है। साल 2025 तक इसे और कम करने की ओर देश आगे बढ़ रहा है। देश में जनसंख्या वृद्धि की दर में भी लगातार गिरावट दर्ज की जा रही है। 1971 में जनसंख्या वृद्धि दर 2.20 प्रतिशत थी, जो 2011 में यह घटकर 1.64 प्रतिशत हो गई है।

उन्होंने आगे कहा, ‘‘यह एक अच्छी सफलता है। जनसंख्या जिस गति से बढ़ रही है, उससे स्पष्ट है कि उसमें काफी गिरावट आई है।’’ स्वास्थ्य मंत्री बोले- देश में जनसंख्या नीति 1952 से है और अब तक जनसंख्या नियंत्रण के लिए जो प्रयास किए गए उसके सकारात्मक परिणाम भी मिले हैं। बेहतर जीवन स्तर के लिए जनसंख्या नियंत्रण जरूरी है।

मंत्री ने कहा ‘‘ऐसे प्रयास करना चाहिए जिससे जनता स्वयं परिवार नियोजन को अपनाए। इसके लिए कानून जरूरी नहीं है।’’ उन्होंने कहा कि पहले जब बच्चे अधिक होते थे तब बाल मृत्यु दर भी अधिक थी। लेकिन समय के साथ इसमें बदलाव हुआ। इसके लिए बेहतर स्वास्थ्य सुविधाओं तक लोगों की पहुंच जरूरी थी और यह किया गया।

मंडाविया ने कहा कि देश के बेहतर विकास के लिए परिवार छोटा होना चाहिए। जनसंख्या स्थिर होनी चाहिए। उन्होंने इसके साथ ही इस बात पर भी भरोसा जताया कि जागरुकता के प्रसार से जनसंख्या नियंत्रण के लक्ष्य को हासिल किया जा सकेगा। केंद्रीय मंत्री बोले कि सरकार ने “बल (जबरन)” के इस्तेमाल के बजाय जनसंख्या नियंत्रण के लिए जागरूकता और स्वास्थ्य अभियानों का सफलत उपयोग किया है।

ग्रैजुएट होने के लिए अब मेडिकल स्टूडेंट्स को करना पड़ेगा योग, लेनी होगी Maharshi Charak Shapath

देश में मेडिकल की पढ़ाई के सिलेबस में कई बदलाव करते हुए नई गाइडलाइन जारी की गई है। मेडिकल एजुकेशन की रेग्युलेटरी बॉडी नैशनल मेडिकल कमीशन ने Maharshi Charak Shapath को सिलेबस का हिस्सा बना दिया है। साथ ही मेडिकल स्टूडेंट्स को 10 दिन का योगा कोर्स करना होगा। इसके अलावा, मेडिकल स्टूडेंट्स के लिए नैशनल एग्जिट टेस्ट भी अनिवार्य बना दिया गया है और इसे पास करने के बाद ही एमबीबीएस की डिग्री मिलेगी।

एमबीबीएस के वर्तमान बैच में शामिल हुए छात्र हिप्पोक्रेटिक शपथ के बजाय महर्षि चरक शपथ लेंगे। महर्षि चरक शपथ को मेडिकल स्टूडेंट्स के लिए अनिवार्य किए जाने की जानकारी ऐसे समय सामने आई है, जब हाल ही में सरकार ने संसद में इसको लेकर स्पष्टीकरण दिया था। स्वास्थ्य एवं परिवार कल्याण राज्य मंत्री डॉ. भारती प्रवीण पवार ने राज्यसभा में एक सवाल का जवाब देते हुए कहा था, “नैशनल मेडिकल कमीशन की तरफ से मिली जानकारी के मुताबिक, हिप्पोक्रेटिक शपथ को चरक शपथ से बदलने का फिलहाल कोई प्रस्ताव नहीं है।”

नई गाइडलाइन के मुताबिक, मेडिकल स्टूडेंट्स के लिए 10 दिन के योगा फाउंडेशन कोर्स का सुझाव दिया गया है, जो हर साल 12 जून से शुरू होगा और 21 जून को योग दिवस पर पूरा होगा। हालांकि, इसमें कॉलेज ये तय कर सकेंगे कि इसे कैसे कराया जाए।

रिवाइज्ड करिकुलम में, अब मेडिकल स्टूडेंट्स को कोर्स के पहले साल कम्यूनिटी हेल्थ ट्रेनिंग में हिस्सा लेना होगा। इसके लिए उन्हें कम्यूनिटी हेल्थ सेंटरों की विजिट करनी होगी और साथ ही साथ उन गांवों को गोद लेना होगा जहां प्राथमिक स्वास्थ्य केंद्र नहीं हैं। डॉक्टरों के मुताबिक, मौजूदा करिकुलम में कम्यूनिटी मेडिसिन पढ़ाई के तीसरे साल में आती है। दूसरे वर्ष से शुरू होने वाले फोरेंसिक मेडिसिन एंड टॉक्सिकोलॉजी कोर्स को तीसरे वर्ष के कोर्स में जोड़ दिया गया है।

फेडरेशन ऑफ ऑल इंडिया मेडिकल एसोसिएशन के प्रेसिडेंट डॉ रोहन कृष्णन कहते हैं, “पाठ्यक्रमों को थोड़ा इधर-उधर कर दिया गया है। महामारी के मद्देनजर, वायरोलॉजी और माइक्रोबायोलॉजी जैसे विषयों पर ध्यान केंद्रित किया जाना चाहिए था, लेकिन रिवाइज्ड करिकुलम में ऐसा कुछ नहीं हुआ है।”
